Caroline Dee-Brown, General Counsel of ComReg, is a highly experienced and respected lawyer admitted to practice in three jurisdictions – Ireland, California and England and Wales – with over 24 years of experience. Since 2009, she has been General Counsel in a public selection process for ComReg. ComReg is the national regulatory authority for electronic communications, radio spectrum and postal services in Ireland. Dee-Brown has been involved in all aspects of his business, from strategically advising Commissioners and senior management team on the execution of their legal functions and objectives, to leading the team of legal counsel across the organization. She advises ComReg in various areas of law, including regulatory and competition law, consumer law, EU law, data protection law, ADR and litigation, defence and prosecution, public procurement law, labour and property law. Dee-Brown joined ComReg in 2004 as General Counsel of the Wholesale Department and previously had private practice experience in three jurisdictions, where she led a team of four legal advisors and was a thought leader for all litigation within the organization. Prior to moving to Ireland, she worked as an attorney at Haight Brown & Bonesteel in California, representing various utilities, product manufacturers and financial institutions. A notable highlight was the work on mass toxic crime cases, which included the case made famous by the 2000 film “Erin Brockovich.” Dee-Brown truly appreciates the opportunity to contribute to the common good and the rewards of public service, which include the ability to make a difference in our society by fostering competition in electronic communications. In 2018, Dee-Brown led the agreement between ComReg and Eircom to a number of commitments which, if implemented, will lead to the establishment and operation of an enhanced regulatory governance model in Eircom. She orchestrated ComReg`s important contributions to the Law Reform Commission`s report on regulatory powers and infringements by companies and worked on the creation of the European Electronic Communications Code (EECC). During the EU legislative process around the EECC, ComReg played an active role by providing an active role to the Ministry of Communications, Climate Action and Environment, as requested, and through its membership of the Body of European Regulators for Electronic Communications (BEREC), to the European institutions. The main task of the Legal Counsel is to provide clear and solution-oriented legal advice and to support the projects and general functions of the wholesale department by reconciling complex legal and factual situations.

John is Senior Legal Counsel in ComReg`s Board of Commissioners, having previously worked as Legal Counsel in the Wholesale Division. In addition to his advisory work, he leads legal policy development and the development of laws (national and international), international legal issues and all issues relating to information and data, including freedom of information, data protection, privacy and confidentiality. Prior to joining ComReg, John worked as a barrister in London and Dublin for 15 years, specialising in European, public, human rights, regulatory and competition law, and prior to that he worked for several years as a consulting economist in Dublin, Oxford and London. In addition to your legal qualifications and experience, you have professional skills and abilities in the following core areas: Legal advisors work as part of a multidisciplinary team within Market Framework, which includes analysts, industry experts, engineers, economists and other lawyers. The role is the responsibility of the Senior Manager, Shared Resources, who leads the legal and economist teams in the Market Framework Division. This includes analysing electronic communications markets using competition law analysis tools and imposing and applying appropriate remedies to telecommunications operators with the aim of improving the level of competition and removing barriers to entry. The most enjoyable aspect of my role is that I have the opportunity to explore a number of “hot” issues that are strategically important to the organization`s decision-making and judgment: effectively building an evidence base to support decision-making.
